Does CS4 sharpen auto on save?

jsut processed some pictures, saved them, then when viewing outside of CS4 they look too sharp now, but in CS4 they look fine.

Does the program add more sharpen by default on save?

I suspect that as part of the save you reduced the size in the Save for Web 'Image Size' options and had the Quality set to 'Bicubic Sharper'. Try setting it to Bicubic Smoother and saving (despite what PS recommends). I really dislike the Bicubic Sharper algorithm for the very reasons you state.
