Do i upgrade my pc or buy a new one?

It might.... if it does, it will be a mess and need a bunch of drivers installing afterwards, but there's no guarantee it will even boot if you just plug your old HDD in. You'd probably need to boot into safe mode, and fix a few things.

Just format it, and start again. Better still, considering the age of the PC, get a new one. I'd not trust a brand new HDD, let alone an old one.

W7 on less than 3gb ram is borderline usable imo.
My development machine is a core2duo with 3GB RAM and W7 64 bit. It's mostly fine, it only struggles when the windows update service is running in the background the first reboot after an upgrade is downloaded, as nowadays that uses over a gig on its own to do whatever it needs to. And when I was using the latest visual studio for something that wanted rather a lot of RAM as well.

I really ought to ask for a new PC, just can't quite justify it yet.
 
I bought a new tower from
Sphere PC on ebay 18 months ago.The uplift in my spec/speed was massive.They do numerous combinations starting from about £300.Check them out they may have something to suit your budget and requirements.
 
I'd suggest buying new because several of the components are now fairly old. If you are only replacing a fee components I'd suggest using what you have but I think in your case you'd be replacing a fair bit of it
