Technically yes, if you have a darkroom as the film comes wound onto an open spool and as you wind it on it is pulled into the 35mm cartridge, the idea being that if you accidentally break/open the camera the shots you've taken are already safely inside the cartridge. Theres usually two little catches on each side of the back so you can open it without a hammer.
To reload it you would need to attach the film to the spool and wind it all manually onto it before replacing it and the attached cartridge in the camera. Not something that could be very easily done in a changing bag as you also have to watch out for the flash capacitor in some single use cameras as they pack quite a charge, not something that you want to accidentally stick your finger into and ground in the dark...
