For Meme official definition we have:

meme

  1. 1.
    an element of a culture or system of behaviour passed from one individual to another by imitation or other non-genetic means.

    an image, video, piece of text, etc., typically humorous in nature, that is copied and spread rapidly by Internet users, often with slight variations.

To me, a meme is one image with text at the top and/or bottom.
Examples:

A joke is a text only written traditional joke, a cartoon strip or a picture with text like you might get on the front of a funny card
