I find my better photo imaging software are the lower end of the complication scale.

Whilst I use Lightroom, probably badly, I find Windows 10 "Photos" is usually good enough for me.

A slightly better programme is Adobe Photoshop Express.

Both run well on my Surface Pro 3.

But as said, kinda depends on ones ability and needs...............

I use both a lightweight program and a heavyweight program for working on pictures. My lightweight solution Paint.net / Pinta, starts up quickly, and crops, sharpens and has basic corrections with a simple interface.
