If owners control their dogs and parents control their children, then there shouldn't be the problems. Re kids running up to dogs - while parents should control them, it's common sense that if your dog will bite if that happens, you need a muzzle - for the dog's sake as much as anything.
If your dog is offlead it should either be a place you can see if someone's coming and pop them onlead, or they should be well enough trained to cope - your dog shouldn't be running up to people, or onlead dogs without them being ok with it. Surely it's that simple?
Likewise, parents should ideally stop children running up to strange dogs. But it's not always possible - I was a heller from the time I could walk for stroking strange dogsDogs are easier to train than kids.
A bit of common sense on both sides and it's all ok.
