The guides from Thom Hogan are declared as $29.95 which converts, at present rates, to a bit over the £18-worth that you can import free of Customs charges. I've just received one with a £2.88 charge plus the £8.00 Royal Mail handling fee.
I mistakenly assumed that books (this is an eBook on CD) are zero-rated, but Customs charges apply to all classes of goods over £18.00 in value for commercial items and £36.00 for gifts. I think they can charge on the postage value, too.
The exchange rates the HMRC use are available here.
When/if the Pound is worth more than U$1.67 you'll be safe to order an excellent Thom Hogan guide without a nasty surprise and further delay from processing the payment due.
