I just ordered a 20D which I'd budgeted for next payday, and just got my council tax demand showing a £218 credit from last year... Cheque is on it's way!!! FREE 20D!!!

You're lucky that your council deigns to notify you! On the off chance I called up to make sure that I was fully paid up on an old property and they told me that I was £145 in credit, and that it was my job to enquire about these things and not theirs to tell me!
