I can see problems arising with the safety brigade but are homeless any safer sleeping on the streets.

The containers are a good idea and make adequate homes, although you might use an old caravan I guess.

The issue in this case is the land they're sitting on, the most expensive component and the one most difficult to find I would imagine.

big fan of schemes like this the cost to society of simply letting people fall into homelessness is horrendous.

There was a Grand Designs on not long ago with a guy who bought 4 shipping containers and built a house from them it looked really good too.

Yes, we saw that one. He spent a considerable amount on steel reconstruction to make his radical design work and the end result looked nothing like the original containers.
