when i transfer my pictures from card to computer they transfer as a NEF file not as a Jpeg so i cant open them in Photoshop elements can anyone help me
 
You have the camera set to RAW, not JPEG. You can open them with the Nikon software on the disc in the box (not sure if Elements can handle RAW...), and export as JPEG.

Elements 11 will open NEF files. The software that you received in the kit will open them (I think it's NXView) but it's very limited in what you can do although the abilty to change the WB is well worth using it.

I can open NEF files with Elements 9, just make sure that your Camera Raw plugin is up to date.

Nikon View NX2 is a free download and should have been supplied with your camera. It is great for NEF processing.

It uses the same algorithms as Capture NX2 but does not have all the extra adjustments so it is more efficient and therefore faster.

Straighten

Auto Lateral CA

You can also edit metadata, batch process etc.
 
Any phitoshop will open an nef file BUT it depends what series nef. For example the new d7100 nef will only open in ACR 7.1 and to get this you require at least elements 11. The old d40x opened in elements 9.

It all depends on what camera you have?
