Colour selection/removal help

Im a bit of a novice at editing photos on my PC, and am sort of limited to using the AUTO options on the quick folder in PhotoShop Elements 6.0......The effects I would like to achieve is turning a background B&W whilst leaving the subject in Colour......and turning the picture totally black and white EXCEPT one colour.....is there an easy way to explain how to do these actions, and if so could you learned chaps show me how.........
 
With elements 6 I think the easiest way is to make a duplicate background layer, turn it to black and white (desaturate ?) then with the eraser and a steady hand erase the bit you want in colour so the colour layer below shows through the black and white top layer.
When it's right remember to flatten the layer so you can save as a jpeg if thats what you need.
 
I haven't looked to be honest, where abouts in Devon is it? I'm near-ish Swansea

Went to the official lighting up ceremony last night - thought her lighting was a bit disappointing but then she is at the harbour entrance. Had a great firework display after though. People have already come from all over the world to see her, such is the pulling power of Damian Hirst who lives locally
