I don't know of any companies that do it but it's really easy to do yourself with even the cheapest/free editing packages.
You could them get it printed online or Tescos

For a quick and dirty method in photoshop try the following.
1. Create a new saturation layer and desaturate to discard the colour information (there are much better ways than this to convert to black and white but it is a start)
2. Click create layer mask at the bottom of the layers palette
3. Select brush tool and make black your foreground colour, Paint onto the picture on the area you want to turn into colour.
4. If you make any mistakes press 'X' on your keyboard to select white as foregound colour. Paint over the picture to turn colour back to black and white.
5. Alternate between hard and soft brushes as appropriate.
6. Flatten image and save.
This is the quickest and dirtiest way to do it. It only takes a few minutes and this refers to Photoshop Elements (cheap) and Photoshop CS (expensive)
