IPA doesn't work too well as it simply dissolves too quickly to be able to act effectively - according to Kodak, the best stuff to use with the unavailability of trichloroethane is Naptha as it has similar properties (fairly long evaporation time and excellent solvent properies whilst not harming the film) although I've had a quick search and not been able to find any of the Naptha products they recommend but Naptha is essentially lighter fluid or the fuel that you use in Coleman stoves:
