Cheeky request?

I only have Lightroom 4 and I'm useless with it. I have the picture below that a new facebook group use. The group has been formed to try and smarten our town up and it's name is "Radcliffe Revival". I would like to place text and a graphic of a heart rhythm over it. I picture the top and the bottom of the picture to be slightly faded to enable the text to show better with the words "Radcliffe Revival" at the top, a heart rhythm across the whole width of the picture just below the flowers with the heart beat spike running up to the bottom of the gates in the centre of the flowers and the words "Revive the heart of Radcliffe" under the heart rhythm graphic. Is there anyone willing to give this a go for me please? I am not making any money from this at all, just doing it for the good of my town. A virtual beer in it for anyone willing to help.
