just wandered is there away to change the colour on a certain part of a picture with out changing all of, i mean like change the sky with hue / saturation but leeave the rest original

Just select the sky add a little feather to soften the join and use the hue/sat or whatever.
 
Depends a bit on the software but the lasso tool or the quick selection tool in the newer photoshops is a better option, the magic wand may work if the tones are the same or nearly the same.
 
im using cs5

so will give the lasso ago

do i just go round the part i dont wanna change copy it then cut it do the colour thing and then replace the bit i cut

You have the quick selection tool (fourth one down on the left) right click on it and make sure you have the selection tool rather than the magic wand, use the [ ] keys to change the size of the brush and paint over the area you want to select, for a sky a largish brush will be ok, once you have the selection you can go to select/refine edge to add a little bit of feather, this will depend on the image. Now you can either just use the hue/sat or you can copy/paste the sky onto a new layer and ajust, that will make it easier to ajust further if needed.
