Changes to dangerous dog act.

In general I see the changes being fine for post-dog ownership with the only problem being it's too late if you then need to use them to prosecute and it does nothing to stop those unfit for dog ownership from getting one.

I'd like to see sweeping changes to pre-dog ownership. Anyone that wants to own a dog should need a licence, which does not give open access to any breed and is only granted after consultation with a vet, the police and social services.
Criminal record for assault/ GBH/ armed robbery- miniature dogs only:D
Cruelty to animals- no dog, ever
Never had a dog before- you wont be getting one that's considered hard to train
Compulsory obedience training for some (eg first time owners) as a condition of licence- never go- removal of dog/ licence/ fine/ jail
IQ Test- less than your proposed dog- no dog:p
Breech of dog licence- removal of licence/ dog/ fine/ jail

It would need to take into account the household as well so that someone banned or unsuitable could not get one through someone else living there.
Location/sociodemographics should be used- anyone living in a council flat should not be allowed to get an Anatolian Shepherd for example. Likewise, someone who weighs 30 stone, smokes a 100 a day and walks 50m a day would not be granted a licence for a dog that needs 1-2hrs exercise a day.
Dog ownership costs and income would also need assessed to make sure there was no issue- it can easily cost a £150/month to properly look after some dogs so if you only have £20/month for a dog- don't be surprised when the list of breeds is dramatically reduced.

Would need a bit more refinement- there would also need to be checks/ renewals etc- I'd also want it policed rigorously with an active campaign at launch to go after those involved in dog fighting and undesirable owners. Likely have many dogs put down but you will quickly get to a point where you have less strays and incidents.

I would happily pay to have this structure but in return I would want to be able to own any dog I choose, without rules on muzzles/ leads etc- subject to passing the ownership tests of course:).
