Not necessarily, the edges of the paint either side of the scratch could just be raised.Best to have put this in the car cleaning thread. Anyway, run fingernail over scratch (preferably in a plastic sandwich bag to enhance the effect). If you can feel the bumps, it'll need a respray.
If it's fine swirl marks, they are more prone to show up on darker paint jobs. Removal by hand will be hard work,
T-Cut may even be enough to remove the marks.Thank you all for the suggestions.
They are not swirl marks, look like some has dragged a bag or something across the bonnet. They don't look deep but you can see them.

A mate has bought a newish Black car and there are some fine scratches on the bonnet, what is the best item to polish the bonnet with to remove the fine white scratches.

I used the Poorboys by hand on a metallic black car, the scratch / swirl mark removal was no harder than cleaning a car. I had a 10mm wide by about 50mm long scuff on the corner of my bumper where someone had scraped it, A couple of minutes with the Poorboys SSR 2 and the mark was gone. The stuff can also be used to get marks off polycarbonate headlight lenses and also the shiny black plastic trim usually found on door pillars.

Just wondering what the differences in grade were - I'm considering trying some as it can be used on gel coats and I've a few marks I want to try to get out...
