Canvas template help

Hi guys im after a bit of help.

Im trying to create a transparent canvas template for a montage where essentially I can just drag and drop images into the sections and move them around as needed.I need a thin border which seperates the images and assimilates with the edges.Ive done it before but I just cant remember what i did.

Create a white layer the size of the canvas, then using the marquee tool, cut out the sections where you want the images.

Drag the images in below the template layer and adjust as desired.

Thats the simplest way I can think of.
