I did mine and it took me over an hour. I wrote to my CPS rep about it and received this reply:-
Thank you for your email,
Unfortunately the CPS site is only compatible with the most up to date version of Google Chrome and Firfox. Please update your browser and this should resolve the problems you have experienced with the website.

Strangely CPS administration is run from the same premises as run the above forum, which doesn't appear to be a direct part of the Canon empire, although they are the publishers of the Canon magazine. Bit of a strange set up there!

When I first joined, or tried to, I had the webpage up for hours and it never changed when I accessed it from my desktop computer at home. I had to transfer some files from my laptop later that day so I tried the application on that, while sat at home using the same network address, and it went straight through to the application screen and after that it went straight to the add equipment page to completion at the normal speed.
I then checked the page on my desktop and it was still trying to load the original page to join. I even tried to refresh and it still didn't work any better. I also started a thread on here about the problems I was having, but that would of been about a year or so ago. Just keep on trying and you'll get there in the end, or try on someone else's computer if you get too bored.
