I'm looking for advise on budget zoom lenses.

I currently have a Canon EFS 55-250 IS but I'm wondering if a EF 70-300 f4-5.6 IS USM would be a worthwhile upgrade?

Any advice gratefully received.

Depends if you need that much reach, The tamron 70-300 is a far better lens. As is the Canon 70-200 F4. These are the two I would be looking at.
 
I'll second that, the Tamron 70-300 is a great lens but make sure you get the 'VC' model. They're around £240 new or you might pick up a good secondhand one. Great value for money and superb IQ at this price point.

I had the Canon 70-300 IS and did like it, my daughter had (still has) the Canon 55-259 IS and we were both very impressed with the quality from it and there wasn't really a great difference between the 2 - and I'm not sure you'll notice a great difference with the extra 50mm reach.

If you can, the Canon 70-200 F4 is a belter of a lens and a very nice upgrade - but you do loose 50mm - and if you're happy 2nd hand they tend to go for around £300. Think there's one in the classifieds at the moment for £275
 
Canon 70-200 F4 is a great lens, I still own one which my son uses. Constant F4, light, great performance,

BUT
The EFS 55-250 is quite a rated lens, for the money and fts in nicely with the kit lens of 18-55. I'm not sure a lens in the 70-200, 70-300 lens would give you more, especially swapping a f4-f5.6 lens for another.

What other lenses have you got at the moment, what camera body and what issues do you have at the moment that makes you think the 55-250 doesn't work for you? What sort of things do you shoot? Perhaps theres another suggestion?

I'd love to get a 70-200 f4 but the price of the IS version is hard to justify.

The STM 55-250 version is the one to get. Sharper than either the non-STM model or the Canon 70-300 non-L IS. The Tamron 70-300 VC is probably the pick of the bunch optically, but is not as compact.

The Canon 70-200/4L, in both IS and non-IS versions, are great lenses but obviously lack reach and are more expensive. Canon 70-300L is really excellent too, but also more money. There's a new Canon 70-300 non-L IS rumoured to be around the corner.
