I own the Canon 550d.

I got it a few years ago. Since then I have had the option to upgrade the body or get some better lenses. I went for the glass.
I am now in a situation where I could get a second had 7D.

Would image quality improve putting a 24-105L or 100L on a 7d?
Would it be wasting money moving from a baby 7d to the to the real thing?

I can't afford to go any further than the 7D at the moment. So, if it was your money would you upgrade to the 7d, or stay with the 550D and in a year or so upgrade beyond that?
 
The key is going to be 'what do you shoot'.

If you need the extra build quality and AF for sports, wildlife etc, then you may well benefit from this upgrade.

However, if you shoot fairly static subjects, then I'd save my money - you won't see an IQ improvement

If you're needing it because your camera can't keep up, need the extra ISO capability, or the better focusing system then it could be worth while.

But whilst I love mine, I'd say wait until you can afford a 6D, Full Frame is a big jump.
 
I'd recommend a second hand 5D mk2 or 6D.

The flagship crop 7D will have more helpful features to help you get more keepers, such as better AF. Image quality won't be much, if any, different from your baby 7D. It's the same sensor after all, high ISO performance and colours won't improve.

But if you are okay with 550D's AF system, but not happy with its image quality, then going full frame is the obvious choice. It's even more obvious when you already have lenses designed specifically for full frame.
