Canon 28-135 IS F3.5-5.6 IS Shake?

Hey All!
Just received my first IS lens. When I turn on IS, the lens constantly focuses, and then makes continuous twitches once focused. Is this normal?

It should only "constantly focus" if you're in AIServo mode but the IS will "twitch" as long as you hold the shutter halfway down.
