Canon 18-135mm replacement

Hi guys , i bought my Canon 550d last year and i love it :D , the kit lens i got with it was the 18-135mm IS , now don't get me wrong i like the lens but its lacking something , , so i thought i'd upgrade :D , i'm looking at the Canon 70-200mm f4.0L not the IS version , my question is guys , is it worth the upgrade and is it a big step up zoom wise.
 
as a replacement for the 18-135 (which I have) the 70-200 f4 non IS (which I also have) will likely be too long, you'd need something wider as a general use lens. I just picked up a tamron 17-50 2.8 primarily as a portrait lens as it's more flexible on a crop sensor zoom wise compared to the 50mm 1.8 for the work that I use it for. The 17-50 compliments the 70-200 well but you wouldn't want a 70-200 as your only/walkabout lens.
