Beginner Can I still have Photoshop

I would like to have photoshop for home use but I would not like to do this in the cloud by using internet tools. would like a kind of downloadable but pay monthly or yearly. I am a home owner though. If so, how much and where to get it.
 
Photoshop Elements 2026 or full for full-fat version, thats a subscription model - Adobe Creative Cloud (apps are downloaded to your device and can work locally). Subscription is for a year (its not month by month basis)
 
The photographers pack (whatever it’s called) is downloaded and on an annual subscription.

I’m guessing you’re thrown by them being referred to as cloud apps, but on the face of it, they perfectly fit your requirements.
 
Photoshop CS2 was a free download a while back. Not a recent version, but it was and still is a very good bit of software. Yes the new version has bells and whistles (and AI) but theres not much you couldn't do in the older versions.
Failing that there Photodemon or Gimp, both free and good.

The CS2 free download was only supposed to be downloaded by those who had already purchased it.
It was amended to remove the requierment to register/authenticate when installing as the authentication servers had been decommissioned, it was Adobe's way of allowing pre-existing owners of teh software to keep using it.
I believe the download was removed when people widely started to download it who hadn't bought it.

What I used to do was crop photographs to standard print size and send them to PhotoBox. I also would do a bit of photo editing removing bits to clean up and create a set of 8 passport pictures. I took a picture of the tour-de-France going passed and turned everyone watching to black and white and the only colour was the people involved. So, I would like to do this all locally without uploading things and using online tools.

Probably won't help but I'm seriously considering DxO PL. One off payment for lifetime license.

I currently use an old standalone copy of LR and Elements 23 I think.

DxO PL seems to give me everything and tons more than these applications. Just a thought like.

Affinity Photo is now free and should be perfect for your use cases. Processing is done locally (for non AI premium tools).

DXO PL = DXO PhotoLab
LR = Adobe LightRoom
Elements = Adobe PhotoShop Elements

To answer your question:
PhotoShop Classic is the version of PhotoShop that you install on your local machine (not the cloud).
This is available on the Photoshop and/or The Photographer 'plans' from Adobe. (It is available on others too, but they will be more expensive).
The plans are monthly subscriptions.

PhotoShop Elements seems to have changed to a '3 year term licence' which means you are paying a 3 year subscription up front and need to purchase again after 3 years.

Judging by your quoted requirements, Photoshop or Photoshop Elements are overkill.

I would suggest that you investigate Canva Affinity (previously Serif) as it is now free to download and free to use. It is similar to Photoshop in it's functionality (I only have the older version, which I primarily only used for photo stacking).

There are lots of other options out there though, you should spend some time investigating the available tools, their functionality and costs.
 
I have used LR and PS for more than 20 years and they do not use cloud storage and all the software is installed on my PC. I welcome having all the facilities of LR/PC though not claiming that I have used all of them but certainly consider it is worth the money. You will have to decide for yourself what features you need and what would be value for money. Personally, I have tried Affinity but it well short of what I need. I did try and early version of DxO but disliked the fact it was setting everything automatically whereas I wish to decide all settings myself.

I would like to have the photoshop layers/canvas. Is this available in Adobe PhotoShop Elements. I also found NCH PhotoPad.

I don’t know how much easier we can make this.
You can purchase Photoshop and Lightroom, it will download to your computer, you can choose to keep your pictures only on your computer.

The only difference between the latest version and what you used before, is the subscription model, obviously there have been a lot of updates, but essentially you can use it same as you did before
 
Elements uses a limited color palette.
