I would like to have photoshop for home use but I would not like to do this in the cloud by using internet tools. would like a kind of downloadable but pay monthly or yearly. I am a home owner though. If so, how much and where to get it.
The CS2 free download was only supposed to be downloaded by those who had already purchased it.Photoshop CS2 was a free download a while back. Not a recent version, but it was and still is a very good bit of software. Yes the new version has bells and whistles (and AI) but theres not much you couldn't do in the older versions.
Failing that there Photodemon or Gimp, both free and good.

It was amended to remove the requierment to register/authenticate when installing as the authentication servers had been decommissioned, it was Adobe's way of allowing pre-existing owners of teh software to keep using it.
I believe the download was removed when people widely started to download it who hadn't bought it.

I don’t know how much easier we can make this.I would like to have the photoshop layers/canvas. Is this available in Adobe PhotoShop Elements. I also found NCH PhotoPad.
