Windows, not even Windows 10 cannot create a jpg merely by dragging and dropping RAW files into a folder.
Please check your camera is not set to create both RAW and JPG files from each image taken. Windows 10 gets the blame for lots of things but in this case I'm sure Windows 10 is innocent
