I'm interested in this type of rendering. Maybe someone knows where to start or maybe there is a name for this toning.

Its not my picture its an example of what I wanted to achieve.

I see three bits of PP here
  1. DRL
  2. WB
  3. painted tonal taming and additional WB tweaks
  4. some lens flare was added
in that order and these layer adjustments may be done
in a good RAW converter.

It's also a composite with the cat added in afterwards and her hair is quite different.... but you probably noticed that :)

Yup!

Dmitriy Rogozhkin (www.art-rogozhkin.com/) sells presets/actions that get a look very similar to this, including the flare packs. I haven't tried any of them, but I'm interested in the way he organises the presets (you can see it on the Youtube videos) to separate out the different effects he's applying. Rather than a one-button apply and then tweak tools (like VSCO) you build the end result almost like a choosing from a menu.

Probably differentiating between rendering i.e. tonal range and balance (as per the question) and image manipulation.

The one above is not to my liking also but 'Elena Shumilova' work is outstanding and I am sure she is paid a lot of money for her images.
Each to his or Her tastes,that what it's all about..

Just to clarify.. my comment was only directed at the image above. I'll go and have a look at Elena Shumilova's when I get chance; I've not come across her before.
 
I`m not debating about the image above more of the rendering.
