Can anyone explain the thought processes of the people responsible for this?

What is 'littering' though? You see so many people dropping cigarette butts on the ground, but that seems to be acceptable? Does size matter?
Of course it's littering, and subject to the same fixed fine ...soon to be increased.
Enforced vigorously where I live too; as is spitting out gum.
 
It’s enforced vigorously up here to,but by a private company called kingdom u.k who’s gestapo style of issuing penalties have enraged a lot of people ,especially on a large town centre shopping area where it seems they had no legal right to be as its private property .they also tend to pick on the elderly an£ young mothers with children

Ah but that’s easy to say ,in one instance a old fella pulled a reiciet out of his pocket when getting his car keys out and they jumped him ,in another a toddler was throwing its toys out and they chased the mum into a supermarket to issue a fine . Neither of those alleged incidents can or should be classed as littering I.e purely accidental but these thugs are on a commission based wage system and for instance won’t pursue groups of poles discarding there vodka bottles but instead prey on the vulnerable

And the really annoying thing about that is those who litter will become identified with freedom, instead of loutishness.
 
I've been a round trip to Stoke with my brother in law today via the train (3 hours each way).
On the train back I had to explain to a couple they were in our reserved seats.
They moved leaving their rubbish on the drop down tables so my brother in law gathered it up and threw it into the storage space above the seats (we told the manager when he checked our tickets there was nowhere close to put it).
A woman sat to the left of me, her father (I believe) sat behind her and her mother was sat behind us.
Both women were using two seats each, they all had sandwiches, drinks etc and the rubbish ended up on the drop down table where the girl sat.
A couple got on a few stops later and she had to move as she was in their reserved seats.
She got up, left the rubbish, and sat next to her mother.
We do this journey once a month and luckily, this is the first time we have experienced this.
The mentality of some people is totally beyond me and it’s one reason I truly believe that if you culled all the stupid people in the word the population would halve
 
I read this yesterday. I don't understand at all.
Last week I seen a plastic bottle fly out of a white van I was following. All I can think of is teach the young in schools this is not ok to do.

people dropping cigarettes do my nut in, I am currently working a contract in wakefield, twinned with some easter European s***hole.
everyone smokes and chucks there butts.
