Interesting point. Why should they, the drivers/codec needed are supplied by the camera manufacturer, it's not the OSs job to keep up to date.
Looking around at things I connect to my pc, my car, CNC router, laser etcher, spectrum analyser, Yaesu, Icom, Kenwood radios and several Chinese radios, sewing machine, printer and numerous other devices, and none of them Windows will do anything with unless files are downloaded and installed.
It's up to the manufactures to supply what is needed and the end user to install it.
Back to cameras, I have had to do the same with Pentax and Canon files before.
