Image > Canvas size, set the anchor point to the top and increase the height in percent by 200% and untick relative. Move the flipped layer down and maybe use a large soft erase brush at the top to blend it in a bit...

well I am guess you asking how to make that flipped image fit
You need to increase the canvas by 100% and anchor it in the top mid box, you copy (Ctrl +j) and flip the image (free transform grab top mid handle and pull it to the bottom of the canvas) You end up with a image twice as high
 
thanks a bunch, gonna go give it a shot right now. how do i get the picture back to a lookable size? simply adjust image size? will that effect the quality?
 
for some reason when i copy and paste, i go to flip one of the layers vertically and then they both flip?

by lookable size i mean like the one in the link i posted, maybe i should have said reasonable size.
 
You can edit/transform/flip that just flips the active layer, if you edit/rotate canvas/flip that rotates everything. Or you can just drag with free transform as already said.
