Cabin sized camera backpack recommendations

I have a messenger style bag, but looking for a backpack/rucksack for holidays and landscape photography trips.

Needs to fit MFT kit with 4 lenses, few accessories and ideally space for a waterproof and lunch but also fit Ryan Air handheld bag.

I’d been looking at the Tenba Fulton 10/12/16 but not sure they’d fit all the requirements. Also budget under £150. Peak design just seems extortionate so I’ve ruled that out!
 
Lowepro Tahoe - Fitted the old Ryanair under seat so comfortably now. Can fit an iPad and other bits, the main one can hold XT3 with a biggish zoom (16-55 2.8), plus 55-200, 56mm & 16mm and a bit more space too. IIRC £60 or so
 
I have a mindshift photocross 10 looks small, well within the size restrictions and fits what you need in FF, let alone M43.
I often travel w R6 w 24-70 2.8, 85, 50 and 16mm primes, the bag holds those, spare batteries, iPad, kindle AirPods and has a bottle holder too. It will take a small tripod, but it ceases to be fun and small.

I think that what I am actually looking for doesn’t exist so will have to make some decisions on styles and aesthetic because size is the one non negotiable!
 
I bought a lightly used Shimoda Urban Explore 30 for just over £200, Really good bag.

They do a 25l and a 20L. Both fit the carry on spec I believe.

Worth looking for used I would say.

I think that the sling style is part of the winning formula.
From a design perspective, a small light bag doesn’t need two straps. And if I’m making a small rucksack, it might as well be a bit bigger and capable of carrying more, so it will be too large.
 
From my multitude of camera carrying bags, one I keep returning to time and time again is the Samsonite Trek king, I can fit a couple of MF cameras and three or four lenses inside and can fit a sandwich, snacks film etc. in one of the two, pretty flat, add on pockets. The padded shoulder straps are functional rather than exuberant, but I am stopping every five minutes taking pictures any way so does not feel tiresome like it possibly would if trying to wear as a daysack for extended periods. It is very high quality construction as you would expect and fits perfectly as hand luggage on any airline. I think I paid £25 quid for mine a few years ago and it has paid for itself over and over again, been halfway round the world and still looks like new.
 
Thanks all for the suggestions, I’d been looking at bags that fit the free “stuff under seat” size and not found anything I’d liked, as I don’t travel on planes often I decided to get a bag I like for my camera stuff and just pay for it if required!
 
One thing to bear in mind is the weight of your kit - I got a Shimoda Explore 35L which is no problem (so far!) for size as your 'big' carry-on, but I got a telling off and had to split things between mine and my (very patient) wife's bag allowance because it came to 13kg with a safari's worth of kit inside.

That said, I'd definitely be tempted to get a smaller Shimoda to replace my usual method of putting my camera in its own soft case inside a normal day pack. The Peak Design stuff is nice but definitely a bit 'different' looking, and I just preferred the Shimoda's layout.
