The whole EV mileage thing will come to one simple thing there will be an APP , you will declare the mileage every so often and there will be exceptions for maybe mileage that happens outside the taxing jurisdiction. The app will be in association with DVLA and you will simply have your car registered etc.

Re. MOT's; they don't always record the correct mileage, sometimes they enter the wrong info and other times they get miles and kilometers mixed up. Re. servicing; even with brand new cars some people service cars themselves and some don't bother servicing their car at all. Both of these methods and most likely an honour system will be vulnerable to mileage correction fraud due to the extended periods between readings, especially with older cars.

Telematics for daily mileage uploads and GPS for geofencing are the best methods I can think of at the moment. It means it can be automated, efficient and inexpensive. Whilst this would mean older cars may not be applicable, as the push towards EV's etc continues it will eventually phase most of the older stuff out.
 
It makes no sense to leave mileage reporting to random chance whan likely half the cars currently in use and ALL EVs have built-in telemetry.
