Hi all, I can put a border around a picture in Photoshop (select all, stroke etc), but can someone please explain how to get an inset fine white frame around a picture which is inset with the picture continuing to extend outside the border.

Im not 100% sure on your question, but if i get you, this is one of many ways to achieve the result.
Create a new layer on top of your pic, choose Select > Select All.
Then choose Select > Transform Selection.
Resize the selection to suit your needs, (hold the shift and option (alt) key to keep the selection central and in the same perspective as you drag a corner)
Accept the transformation.
fill the selection with any colour.
Change the fill Opacity of the layer to 0%
Now add a stroke effect to that layer.

Voila..

There are many other ways but this is one of many easy ways.

like I said, there are so many ways to get there but that's the way I would do it
