Blurred Background

Just a quick question, what's the best technique in Photoshop CS3 to make a background out of focus?

Select the background and blur it, you could use surface blur or gausine blur, or the lens blur filter, although thats slightly more complicated to use as you need a duplicate layer and mask or alpha chanel. I prefer a plug-in called alien skin Bokeh, as it gives a more convincing effect IMHO and makes adding the forground easier.
