'bling' Star effects

I have Hoya 4-point and 6-point CS filters but find them pretty useless when it comes to creating star highlights on small items such as jewellry.

It made me wonder if there's already a way to do it via PS Elements without having to buy something like: http://www.tabletopstudio.co.uk/Pages/EZStar Software CD.htm

Alternatively, is there a free plugin out there for Elements (I have ver 6).

There's a brush in PS that mimics this . . and you can vary the size of star so they all glimmer at different depths.

Using CS2 at them mo, so not sure where they're hidden, but in earlier PS's it was in 'load brushes' = assorted.
