No it isn't... its only possible to trace who was paying the ISP for use of that connection... As has been proved many times in court ( search for performing rights cases + ip address) The person paying might have an insecure wireless router where anyone can connect to that network such as from a laptop in the street. I can also take control of half a dozen machines at work and do what I like from them....this doesnt mean the person who pays for the web connection at that company can be held accountable...
