BEWARE PAYPAL NEW RULES.

ok then IM WRONG

but aint it funny that its not just me?

google if you wish!

but as far as im concerned i think its another way that they can keep hold of the cash/ transactions for interest/profit

When you refunded the £10, did you do it as a partial refund of the purchase price or as a separate transaction?

I could see that maybe being the reason for the transaction being flagged...

but it was a private transaction as a gift

This is not a Scam, simply a new rule that has been in place for a while.

https://www.paypal.com/uk/cgi-bin/?cmd=xpt/Marketing/securitycenter/sell/SaferPayments-outside

I had alarm bells set off recently when I purchased a laptop from ebay.

After using "Buy it Now" and "Instant Payment reqd" the guy emailed me to say that the item would be sent out the next day and that he would appreciate it if I could send positive feedback ASAP as he wouldn't receive the funds until I did. I obviously told him I would leave feedback once I had fully checked the goods but did a search on paypal as I hadn't heard of this "rule" before.

If I remember correctly the funds will also be released if you provide Paypal with proof of postage such as a tracking number but that may be after a certain period of time.

thanks flash, i thought i was i was donig it all by the rules, but i was not trying to cheat anyone. but i still applys to everyone, they will hold back funds.

before you post "read it"

passing mod plz close. i think alot has been taken in here

this is not a scam and just paypals way of making sure people are not scammed

Rubbish!! it is paypals way of keeping your money in their accounts for s long as possible for obvious reasons.
Paypal will use any excuse to withhold funds, they have done it to me before, withholding a few hundred pounds for over a month because of a mistake made by the other party.
Do you think paypal are bothered if buyers are scammed. They make their money not just from the thieving fees they are charging but also because at any one time they have millions of pounds in their accounts, not their money no, but it will be generating interest for them all the same.

Paypal protecting their ebay customers, that's a laugh:lol::lol::lol: have a read of some of the forums on paypal about their so called protection.
They are the ones doing the scamming!!

Edit,or should I have said Skimming

Well it cant have been that actual post - look at the time difference... :p

Bloody forum detectives :$: :bonk::bonk::bonk:

Well Joe, there definitely was another post tonight re. brought, I was in too much of a rush to reply to you that I wrongly assumed that was it.

Off to find a hole to hide in now :exit:

Hi Mel

Be really careful he - you have no protection here if he collects as Paypal will need to see proof of delivery. This means post by RMSD only.

So if he doesn't leave postive feedback, you will have no way of proving he got the lens... if he collects.

Never ever accept Paypal is someone is going to collect. Ever. Cash on collection only.

woooohhhh, NO.

how on earth can a flag be made if someone "buys it now"

what i do after that i my business.

what im saying is how can they hold money after a "buy it now" has been agreed and then still hold money.

if i was to sell you something for £10 and you agreed, then the middle man said i will hold the money untill you are happy with that item we would be here all day.

if you "buy it now" then sure you have read the description, considered the cost, weight it up to everything else thats on offer, and click the button...

to end this all im saying is if you do buy anything from an auction site BEWARE they will hold money hold money untill both people are happy with what they have got.

Why not have a 'Buy it Now' price or 'Best Offer'? Surely that would have made more sense.

but it was a private transaction as a gift

More fool you then because Paypal Gift doesn't cover any e-Bay transactions and the item certainly isn't covered by their insurance. :rules: If it arrives damaged, what will you do then?

I believe the partial refund after the sale was a gift.

Can't understand why RMSD was stated when the lens was offered for sale here, yet only standard 1st-class mail in the auction.

to cover the postage, i had it posted RMSD, covered for £300, and requires signature.this was an agreement between us after auction to cover me. i did advertise 1st class, but i cant see why that would affect my payment

the refund i gave the buyer was only £10, a seperate transaction from the lens.

my MRS has sold on there and also and got payment put on hold and this is the email she got from PAYPAL this morning .

Dear Donna Marshall, Thanks for contacting PayPal. I appreciate the opportunity to assist you with your questions. I understand that you are enquiring regarding the payment that you have received which is being on hold. Please allow me to apologize on behalf of eBay for the inconvenience this has caused you. Ms. Marshall, I have provided you the information below for your further understanding. Your payments will not be held if you meet all the following requirements: Your eBay tenure is more than 6 months. Your eBay feedback rating more than 100. Your buyer dissatisfaction is less than 5%. Or if you meet all the following requirements: Your Detailed Seller Rating is greater than 4.5. Total Detailed Seller Ratings Received: More than 20 in the last 12-months.

Now that i can understand, but i dont fall under those rules

Pay Pal are crap wouldnt help me when i got ripped off for £30 for some heli parts by chinkies

I would certainly be asking PayPal what interest rate I can expect on the funds they are holding for up to 3 weeks. Unless they are paying interest then it's very hard to look at this as anything other than an exercise in skimming extra profit. The mafia would be proud of it

Andy that is exactly what it is all about, skimming as much as possible from the punter.

I put a tripod on ebay and stated no paypal, they kicked it off
the auction.:D

Yes you do....

Your eBay feedback rating more than 100 -

Yours is 93

Total Detailed Seller Ratings Received: More than 20 in the last 12-months

Yours is 0

You also have negative feedback for non-delivery

Sounds stupid after reading this thread but I think that paypal are to be commended for detecting possible fraud, granted they are mainly looking after thier own interests however i have been ripped off twice before when buying on ebay and one time the guy had a shortish ebay membership and little feedback although it was 100%..so by the time I had not recieved the item and made a complaint he had spent all of my money on ebay and so i had to take a massive pill on nearly 80 quid..now if ebay did something similar to this and withheld my payment, then i would be happy and a scammer would not be 80 quid better off.

seems harsh on paypals part but it is a step in the right direction.

EDIT.. because he had little feedback even though it was 100% my auction didnt come under paypals protection for purchases.

I've read if you refund the buyer 1p, you can get your ebay withheld funds early, i.e. before 21 days.

How this work then?

you cant get your payment from paypal because of these new rules

Payment Review has been completed and a temporary hold has been placed on this transaction.

Please post the item right away. We'll release the funds when one of the following occurs:
you receive positive feedback from the buyer
it's been 21 days since the payment date and you haven't received a dispute, claim, chargeback, or reversal on the transaction being held .

SO ive just sold my siggy 10-20mm to a total stranger and he has sent payment to my paypal account and the money wont be released untill he leaves feedback, SO what if he goes on holiday and decides to leave feedback after his 2 week trip, 2 weeks ive got to wait for the money (worst case) and what happens if he damages the lens, then i get poor feed back and a knacked lens and no money, if i had know this i would have asked for bankers draft/postal order.:thumbsdown:

BEWARE.......

it tends to be for new sellers or those with bad feedback sending pricey items. i fell foul of it last week with an item and personally i think its ****, im supposed to post an item which i havent recieved any money for yet (how i pay for this postage i dont know!) and then hope they give me good feedback...

oh and suprisesuprise the money doesnt transfer instantly once you get positive feedback.

i can understand what they are trying to do, but its not really fair on sellers and as a system doesnt work properly

If it was me I'd just refuse to ship the goods and tell the buyer to take it up with Paypal

Not really very appropriate terminology to use on a forum !

If of course your referring to who I think your referring to.

Whilst I agree it's perhaps not appropriate Bully, use the report buton at the bottom left of his post, this saves on arguments!

Could you not get round this Paypal BS by asking a buyer to send it through Paypal independantly to your email address, as a gift etc?

Best way I find is just to send an Invoice and offer a tenner off if they will pay by cheque or BT. A lot of folks will go with this.

I hate taking Paypal, I never feel the money is 100% mine.
