As above I'd like a picture of my car in the dark with the lights on. What would be the best way to capture this
.

You say in the dark but will there be ambient lighting (street lights etc)?
Do you have / have access to flash lighting?

As Michael said "there are several ways to do this" many of which will be limited by the equipment you have. A little more information will help people give you advice.

Light painting will be a definite is it literally long exposure with someone walking with a form of light (imntalking just basics)

Pretty much, although it'll take a few gos until you get the hang of it such as speed of movement and what to highlight etc.

Plenty of ways of doing this. You need the camera on a tripod, use a torch to get focus then switch to Manual focus. Pick a suitable long exposure, with a decent f number for depth of field, or one that suits the background. Then use a flashgun manually and you can count the number of flashes needed to get the correct exposure. You can walk around the car lighting various parts, or concentrate on getting one bit light right at a time, then combine in your editing package.

Or same again but walk around with a torch.

Give it a go. Plenty of trial and error and you soon get good results.
