Best telephoto sports lens for Cannon Rebel T3 ?

I'm no professional photographer, but I do enjoy taking photos and making videos on the side as a hobby. I have recently bought the cannon rebel t3 as my first slr camera.

I want to get a telephoto lens that would allow my to shoot surfing film from a distance. Although I want something within a maximum budget of about 300$

I have looked at the cannon 75-300mm lens as an option but with out a stabilizer because I can use a fluid head tripod. And I understand that the cheaper lenses are slower to focus and take pictures. But I want a lens that once focused can shoot solid video and take descent photos
 
The canon 75 300 is prob one of the oldest tele lens and most reviews dont rate it. I would suggest the 55 250IS or 70 300IS. The 55 250 has new version with STM focus designed for fast silent and I think full time manyal focusing with video in mind. However the 70 300 has a bit of extra reach.
 
The 55-250 really scores in the iq stakes but if its surfing then the 70-300 will have more reach, also look at the sigma 50-500 on the used market
 
budget wise I'd go with the second hand 55-250, but really surfing I shot with a 100-400 but secondhand that's around 700-800

to give you a clue on a crop camera

Depends how close to shore they are, or if you want to get your feet wet.

Yup - I know the highlights are blown - these were taken specifically these way for a course assignment
