Best Dslr & Lens combo for Video for Max £750

As the title says, I have a friend who is a golf pro is looking for suggestions for a dslr and lens that will be used for video ( tripod work mostly ), his budget is approx. £750 but will stretch to more ( another £250 ) only if its really required.

Also, can it be used tethered to a laptop?
 
A Camcorder is much easier to operate for Video, but a bit of a pain for stills.
 
What sort of things would it be used for? Need to know to whether to recommend a short or long lens :)
