Her budget is sub £27/month ,ideally 02 but if push came to shove i'm sure she'll move

Buy a handset only, and run it on giffgaff would be my recommendation. More initial outlay, but generally better terms over the course of 2 years.
Giffgaff are run by telefonica, and as such, use the O2 network.

If you are set on a contract, it seems Carphone Warehouse are pretty competitive at the moment.
