I have this canon 550D with 18-55mm lens. I am completely new with this gear. I want to take night photographs of City with dazzling light in the surroundings with blur light of Cars and building.
what settings do i make to take the perfect photographs with this lens ?
i will appreciate a guidance please. :)

is 18-55mm lens good for this types of photographs ????
 
The 18-55 wil be ok for some night time shots, but what range of f-stops does the lens have? This may limit what you can achieve.
 
the range of f is from 4.5 upto 32

i have another question. how do i change f in "TV" mode of my canon. ?
 
You can't. By setting the Tv you are allowing the camera to choose the F to ensure a good exposure. If you want to choose your own aperture (F) put the camera in Av mode, in which case the camera will choose a shutter speed to get the correct exposure, or go to manual mode. This will allow you to pick both shutter speed and aperture, but you may have to juggle the ISO to get the correct exposure.

Out of context my reply did seem rather general but it was specifically in this case of nightphotos. my understanding is the camera is unlikely to be able to comprehend both the shutter and aperture required for what he would like to do, therefore manual is the best way forward.:thumbs:

It's hard to be specific but:
ISO as low as possible (say 100) f number as high as possible (f32) and shutter as slow as you can do.(30sec)
Bulb mode is good too :)
 
I usually use the Av mode.

Set aperture to say f/16, ISO to 100 and then let the camera work out the shutter speed.

It normally tries to make it look bright, so I then adjust the Exposure correction (usually a +/- button that you hold in and use the scroll wheel to adjust) to make it dark enough.
