Yes
I noticed that they were running a monthly photo comp and wondered what the next theme for it was and whilst trying to hunt for it found this::

This will be the last of our monthly themes for a while as we will shortly commence with our annual Photographer of the Year competition.

No details as yet but could be one worth keeping an eye on.

But just seen this now I've read the terms and conditions:

In contributing to BBC News you agree to grant us a royalty-free, non-exclusive licence to publish and otherwise use the material in any way that we want, and in any media worldwide. This may include the transmission of the material by our overseas partners; these are all reputable foreign news broadcasters who are prohibited from altering the material in any way or making it available to other UK broadcasters or to the print media. (See the Terms and Conditions for the full terms of our rights.)

But.....

It's important to note, however, that you still own the copyright to everything you contribute to BBC News and that if your image and/or video is accepted, we will endeavour to publish your name alongside it on the BBC News website. Please note that due to operational reasons this accreditation will probably not be possible with video. The BBC cannot guarantee that all pictures and/or video will be used and we reserve the right to edit your comments.

And I guess it means at least you're getting your name published with a pic.

Just an update. This has now been suspended along with all of the BBC's competitions after the recent allegations.

Yeah I noticed that.

I've also asked about the Britain in Pictures one too, in association with Flickr....

/Goes off to check the Flickr discussion thread, see how its progressed

Is this the same one?

Following the BBC's decision to suspend all competitions we regret to say we are calling a halt to our annual photo challenge on the BBC News website.
The BBC's Director General Mark Thompson announced that all phone-related, interactive and online competitions were being suspended following concern over a series of editorial breaches in various parts of the BBC.

Thank you to everyone who has submitted pictures so far and we apologise for the fact that we will be unable to show them on the website.

I'm glad I'm not the only one who checks out the T&Cs first with these sort of things. :D

Of course there is a lot of this sort of thing going on nowadays so it pays to check. :suspect:

I think it's outrageous that an organisation the size of the BBC should be wanting to publish news pictures worldwide without paying for them. No-one should be desperate enough to get their pictures published to submit them. When Nikon start giving away cameras and lenses I'll consider giving my pictures away - but not until then.

For them it's a legal thing, it's got nothing to do with making money. If they print/broadcast/post material without this kind of disclaimer they would need to seek explicit permission each time the item is used anywhere or leave themselves open to some greedy git suing them for breach of copyright.
