Ban on posting Li-ion batteries

Went to my local Post Office this morning and there was a display about it but it only seemed to mention International posting :shrug:
 
I'm guessing (having read the op link) that the main reason there is currently no issue with batteries inside devices is to stop wholesale shipping of batteries, say a package with a few dozen batteries next to each other rather than just a battery here and there. As the link mentioned they are hard to put out, if you had a dozen batteries next to each other and one overheated you would have a large fire.
