Are you talking about something like a portrait that's been taken at say, F11 so both the subject and the background are in focus?
You want to be able to mask off the background to show just the subject I'm guessing.
I'd use Photoshop, but you may be able to do it in Photoshop Elements, or you could try GIMP if you want something free.
