Automatic re-sizing software

Does anyone know of anything that can do this (windows platform):

Monitor a folder for new images
automatically re-size any new images and save them out to a new location
without any operator intervention at all

It seems really simple, but a I've been searching using google for days with no results. I've found several programs that can do the moving part automatically, but not the resize bit. Equally lots of programs say they can do "automatic resize" but what they mean is a batch process that need to the user to start it! The only way I can find of doing it is to use one of the auto-move programs, but tell it to send the images to a photoshop droplet to do the re-size. The problem is it needs to run on a 1Ghz netbook and handle up to 30 images a minute, and on several different machines so I'd need to buy another 4 copies of photoshop!

Basically I need this to do real time web-updates. This works fine with my old cameras, but the 7Ds, which I'm using now, make silly sized JPEG files. Even the smallest setting on the camera give you files that are often over 2mb each, which is way too big to be uploading over mobile broadband in large numbers.

Combining the ideas might do what you want.
But sorry to say you need Photoshop installed on each machine and I have only done testing with CS5.
Paul did you write the scripts?

Thanks for that, very useful, but still needing photoshop which just isn't an option I'm afraid. At some sailing events we need to run this for maybe 10 photographers, and they are all freelance, so I need something that can be installed on their machines or ours from a USB key. I can do it on my laptop using a CS4 Droplet (although I hadn't thought of using bridge to gett the files to the droplet), but I can't afford that many copies of CS5!
 
I might be best to get a small .NET program written to do it all, my C# isn't that good though.

Oh and I just did another quick test with CS3 and it looks like using Bridge would work with CS3 or better. Droplets are ok but it needs Photoshop to be open and it slows the process.
 
I'm not sure if Picassa can do this. I know it can re-size so maybe able to set it up to transfer to another folder?
