Are Amazon Basics still the best ‘bang for the buck’ batteries for a flash?

Yes
It’s been a while since I’ve had to buy batteries and I know that a few years ago Amazon Basics rechargeables were considered to be the best value battery for flashes.

Is this still the case or are there better options out there?

I heard only good things about Eneloop Pro (Panasonic).
Not used them myself as my Duracells are still holding on but definitely interested what people think.

I thought that the Ikea ones were Eneloops at massively reduced price?
They certainly fit the description and have the right markings to be eneloop pro. The 2450mAh ones are pro, the 1900mAh ones are the amateur ones

You don't even have to go to IKEA to get them - I had mine shipped - was something risible like £4 - came in a huuuuuuuuuge box though (I could have comfortably got in the box myself.

I found Amazon basic's to be very poor , not again for me.
