Hello,
I have an original jpeg photo size of 7.70 MP.
I have edited this photo in an outside editor programe which returns the photo as a PSD file size of 25.60 MP. This is ok as I have added different effects and understand the file size.
When I now export the PSD file out of Aperture as a JPEG file, the file has reduced in size to 645 KB.
Can some one explain how I can loose so much

What were the dimensions of the original photo, in pixels? What are the dimensions of the exported one? Bet they're not the same.
 
Click on Export Version to bring up the Export settings box.
Click on the Export Preset box and scroll down to 'edit' at the bottom.
This opens up another box which allows you to adjust the size and quality of the output for each preset. If you're using the JPEG-original size option for your exports check the image quality is set to 12 and size to original.

Looked at the 'export preset' and the quality was on 8. Moved to 12.
Exported again and the file size is now 2MB
 
OK, I lost the bet!

It might be worth noting that it's not always necessary to set the quality setting at 12. Depending on the details of the image, you might not see any difference between 12 and, say, 10 or 8 - other than the bigger file size! Some images compress very well, others - typically those with lots of fine detail - don't.

If you're going to be viewing the image online it's worth trying a few different quality settings to decide where to set the balance between quality and file size. If you're printing, then it usually makes sense to keep the quality as high as possible.
