Beginner Anyone experienced using Snapseed?

Could someone explain the difference between the dodge and burn brush vs the exposure brush please?

There might be some technical difference, but I can't say I've ever noticed a real difference in using it.

That's what I am confused about why both of them are there when they should both do the same thing as far as I know...

They do appear to do the same thing.
