When you create an album of pics there is a section to the left of the thumbnails:

Album name.
Description.

Location.

In the description bit you used to be able to list "Friends" names and they would become highlighted, indicating that they had been "Tagged".
That no longer seems to be possible.

How can I tag friends to the whole album? I need to make promoters, organisers and the like aware.

Can you not create the album and then make the very first comment yourself, tagging everyone there?

You could make them Contributers to the album and then set whether they can edit, add photos, etc.
