Maybe the title is a bit harsh and the Chinese lady's decision was borne out of ignorance but it was certainly reckless. She knew enough to present at a hospital but for goodness sake why did it not occur to her that in the event of her being tested positive for the Corona virus she would have put at risk the Uber driver that took her to the A & E, the people waiting in A&E, the reception staff and the medical staff. ? She's been described as 'recently' arriving in the UK so if she was living with family/friends why haven't any of them suggested a phone call first ? It clearly didn't occur to her to do it. You could go on speculating but a phone call either by her or someone else would have been the correct course of action. It seems that she was alone (so must speak reasonable english) as no other person, apart from the Uber driver and hospital staff have been reported as being isolated/quarantined .
